The LIFE IP Urban Klima 2050 project has participated in the regional event for technical audiences: ‘Successful actions in the management of climate-related risks’ organised by Neiker and framed in the Triple-C project. It took place on 1 December in Arkaute (Álava), where the heads of several climate change adaptation projects from Spain, France, Portugal, Ireland and England shared the actions carried out in different areas.

Iñigo Urrutikoetxea Álvarez, member of the Urban Klima 2050 coordinating team, participated in the event with the intervention ‘Implementation of the Climate Change Strategy of the Basque Country – KLIMA 2050’. In it, he reviewed the main lines of action of the Basque Country’s largest climate action project for the coming years, “a long road to improve climate governance at various levels through collaborative projects”, he stressed.

He summarised the actions being carried out in the Basque Country in urban and peri-urban areas, in river basins and in the coastal area, as well as highlighting the work being done in the field of analysis, empowerment and management in relation to climate change. In this sense, Urrutikoetxea highlighted the “importance of co-responsibility and the advantages and opportunities of implementing a shared project”.

On 17 June 2022, on the occasion of the National Agriculture Days, the ACMG presented the results of a sociological survey carried out within the framework of the Triple C project among farmers and mayors in the South-West of France in order to collect their visions, needs and obstacles in the context of climate change.

38 people were registered to attend the conference including Mayors, journalists, students, farmers, heads of institutions.

294 farmers and 74 mayors testified and shed light on several points :

The obstacles to current adaptation

The needs in the face of climate change and thus the future lines of development and research

Communication tools to be promoted by the institutions

Communication methods to be implemented by the Triple C project but also by all those wishing to communicate on climate change.

The levers to be used to establish a collective intelligence around climate hazards.

Here are some results:

Almost all respondents are aware of climate change and characterise it as an increase in temperature and intense weather events”. However, if for the farmers, the main problems for their activity are drought and frost, for the mayors, it would be floods and drought. This difference in perception of emergencies can be explained by daily experience. “Mayors have not experienced or integrated this risk at the same level as farmers, which compromises adaptation.

Another interesting result is that the ACMG asked farmers, via an open-ended question, how they imagine their farm to be in 10 years’ time. 84 people think it will simply be compromised, bankrupt or sold, 72 do not know, while around 30 think they will adapt to the situation. Growing new crops seems to be the most common solution for adaptation, and some have already done so. This mode of adaptation leads to a real mutation of the watersheds at the landscape level, but also at the cultural, economic and historical levels, etc. Another solution lies in the management of water resources, with more than 70 farmers having declared that they have increased their irrigation capacities.

A summary of the results will soon be available on video on the ACMG website and proposed here!

Water is the life source of our planet and therefore it must be at the heart of policies...

Water is the life source of our planet and therefore it must be at the heart of policies and projects mitigating the effects of climate change and building a society that is better prepared for its consequences. We know that the impacts of the climate crisis will be felt first and most dramatically through the effects on water resources. Changing rainfall patterns and increasing temperatures will result in more floods, more droughts and greater vulnerability to pollution. To build resilience, we need to anticipate what the risks will be, understand what we want to protect and prioritise, and mobilise to accelerate the recovery of our depleted natural water resources.

The Rivers Trust Conference, due to the health alert situation, this time it was also done online. The event lasted two days:

Day One (16/03/2021)

It had a particular focus on European projects. With keynote speeches from Tony Juniper and Laurence Couldrick, the programme recognised some of the most innovative climate resilience initiatives from across the continent. It also addressed questions of how these projects can be supported, and how the UK can continue to cooperate internationally, in the post-Brexit era.

The fourth research mission of the TRIPLE-C project was organised by CDA24 (Dordogne Chamber of Agriculture) on the 14th of October. Due to the situation caused by the pandemic crisis, the meeting was held virtually, open to speakers and attendees from several European countries.

The objective of this online networking workshop “Agricultural Soil Quality & Water Management” was to share the best practices from previously identified projects in Europe which can serve as a model for other countries to face the climate change-related challenges on the agricultural and forestry sectors.

The workshop, moderated by Diego Díaz from Grupo DEX, began with a welcome note from Nicolas Fedou, Project manager at the CDA24, setting the context of what the risks associated with climate change may imply for agriculture, with particular emphasis on the importance of sustainable management of water resources.

Laurence Couldrick, Director of the Westcountry Rivers Trust (WRT), a partner in the TRIPLE-C project, gave an initial presentation on climate change and the current status of the TRIPLE-C project’s objectives.

The five projects presented at the workshop are focused on improving soil or water management, or knowledge about these elements, which are key components of healthy ecosystems and the economy of local communities.

In this sense, the workshop has allowed the capitalization of the main results of these projects (some still of a preliminary nature), the exchange of good practices and experiences, the identification of barriers and possible solutions and, finally, the issuing of recommendations based on the information obtained.

In addition, there was a vivid debate between speakers and attendees via the chat set up on the online platform, and there was considerable interest among the different participants in establishing future relationships to carry out work in this area.

The third Research Mission of Triple-C project was hosted by NEIKER-Basque Institute for Agricultural Research and Development on 26th June in Arkaute (Basque Country, Spain). Due to the situation caused by the pandemic, the meeting was held virtually open to speakers and attendees from various European countries.

The goals of this online networking workshop “Agriculture, animal husbandry and forestry to face climate change” were to share best practices of projects identified at the European level that can serve as models for different countries in order to face the challenges of the agricultural and forestry sectors due to climate change.

The workshop, conducted by Jonas Coppen of DEX, started with the welcome of Carlos Garbisu, Chief Scientific Officer of Neiker, with a setting in context of what the risks associated with climate change may entail for agriculture and forestry, but also of the opportunities that these sectors represent to face climate change risks.

An initial presentation on climate change and TRIPLE-C goals actual situation was provided by Jean François Berthoumieu from the Association Climatologique de la Moyenne Garonne (A.C.M.G) as coordinator of the INTERREG TRIPLE-C project.

The six projects presented in the network aim to develop knowledge that is useful for the different sectors in which they work. But above all, their objective was to implement management practices that were tested in pilot cases and in which stakeholders have participated to achieve innovative solutions at the local level. In addition, a specific presentation was made on Regional climate change scenarios informing impacts and adaptation, so that the attendants could have a clearer vision of future prospects in relation to models of climate change.

In this sense, the workshop has allowed sharing results from the projects, in particular, good practices and experiences, identifying barriers and possible solutions and the formulation of recommendations at the European level. In addition, there was a live debate between speakers and attendees using the chat enabled in the Teams platform, and there was a notable interest among the different participants to establish future relationships to carry out work in this area.

The partners will transfer the best practices identified, so that their results are taken into account by regional and European policies

The initiative includes NEIKER, ACMG (L’Association Climatologique de la Moyenne-Garonne et du Sud-Ouest), CDA24 (Chambre d’Agriculture de la Dordogne), WRT (Westcountry Rivers Trust), LIT (Limerick Institute of Technology ), UC (University of Coimbra), UTAD (University of Trás-os-Monte e Alto Douro) and CSIC (Higher Council for Scientific Research)

The INTERREG Atlantic Area Triple-C project will select and transfer the best practices identified in European projects in the field of prevention and management of risks arising from climate change so that their results are taken into account by regional and European policies. This capitalization work will also be useful for the orientations of the next generation of Transnational Cooperation Programs.

The initiative has the participation of NEIKER, ACMG (L’Association Climatologique de la Moyenne-Garonne et du Sud-Ouest), CDA24 (Chambre d’Agriculture de la Dordogne), WRT (Westcountry Rivers Trust), LIT (Limerick Institute of Technology), UC (University of Coimbra), UTAD (University of Trás-os-Montes e Alto Douro) and CSIC (Spanish National Research Council).

Project partners will select, collect, organize and update the methodologies, results and tools obtained by the different projects in this field. They will also identify the results and good practices that deserve greater dissemination and exploitation. One of the objectives established is to capitalize on the projects through the exchange of good practices and experiences among the partners, the identification of barriers and possible solutions and the formulation of recommendations based on the information obtained. It is also intended to ensure maximum visibility of the products, methodologies, activities and results of projects at European level.

To do this, the Triple-C platform, which will be one of the main results of the project, will collect all the information on the capitalized projects. It will become a useful source of information related to successful initiatives to adapt to climate change. The Triple-C platform and the compendium of capitalized projects will share best practices across Europe on the management and prevention of risks associated with climate change. This platform will be developed, published and maintained for at least the duration of the project and five years after its completion to allow professionals and local, regional and national authorities to access information over time.

The Triple-C project will also include a diagnosis of the impact of capitalized projects, thus taking a step forward in the analysis, and including conclusions and recommendations. The activities carried out by the partners will create a network, for which they will also contact those projects selected for their best practices, to strengthen the capacities of climate change action plans and strategies.

Finally, the results will be transferred, and guidelines and recommendations for their implementation, and to support the approved projects, will be provided to the next programs and initiatives of the European Union.

The project will close with a conference in Brussels that will help to communicate that the integration of mitigation and adaptation to climate change and the management and prevention of related risks in the regional, national and sectoral policies of the European Union and in the funds of the European Union is an essential component for the success of global policies.

Transnational Cooperation Program

INTERREG Atlantic Area is a European financing program that promotes transnational cooperation in 36 Atlantic regions in five European countries. With a total budget of 185 million euros, with 140 million euros from the European Regional Development Fund (ERDF), this Program co-finances cooperation projects in the fields of Innovation and Competitiveness, Resource Efficiency, Territorial Risk Management and Biodiversity, Natural and Cultural Heritage.
